WNY Bill Proposes Bingo for Minors to Win Cash Prizes

Senator Tim Kennedy has introduced a proposal that would allow minors to legally play Bingo and win cash prizes.  "Why is this necessary" is my initial reaction, coupled with the fact, in my opinion, that it promotes gambling.  What do you think?
