Garbage Collection Fee A Part of Niagara Falls 2020 Budget

Niagara Falls residents were in such opposition to a 'Garbage Fee', when it was proposed in last year's budget proposal, that it was removed, according to a WGRZ News Story.  Now, as Mayor Paul Dyster prepares to leave and give up his Mayoral Seat, he is again proposing that residents pay for Garbage Collection.

My question is, why can't the Mayor decrease his pay by $4.20 per week for a grand total of $218 per year?
