According to WKBW the official City Comptroller Barbara Miller-Williams says the city's fund balances have decreased $58 million dollars since 2015

One option that has been thrown around comes from the comptroller, and that would be a "Fund Balance Policy" to make sure the city is allocating enough money for its reserve funds.

A problem that has raised an eyebrow and also has played a part in the decrease in funds is the lack of casino payments, due to the ongoing dispute between New York State and the Seneca Nation of Indians. The comptroller's office estimated those payments should be around $11 million for this year.
