Community Development SOUNDS GREAT..but development's underlying hidden message is COST...and as we well know, COST'S subliminal implication is PAY (meaning someone's gonna have to PAY for the COST!!!!)

When developmental costs beautify and uplift Communities, the COST is usually placed upon the current residents in that they must somehow pay for the UPGRADE...and that comes in the form of INCREASED RENT!!!

According to the News Report from WIVB News, while interviewing some Fruit Belt Residents, one resident (India Walton) had this to say:

“There was a period of time where you couldn’t pay someone to live in the Fruit Belt,” said India Walton, who lives in the neighborhood. “I mean you could get a single family, three bedroom, for $300, $400, $500 a month and currently the rents we’re seeing in that area is anywhere from $1,000 to 1,500 dollars.”

Community Activists are trying desperately to urge Landlords in the Fruit Belt area (where "Development" is being proposed) to allow for a certain percentage of New Development Housing to remain "affordable" for current residents as opposed to them having to move because of increased rents due to the cost of new development.
