Tops Markets made the announcement that it would use plastic bags, even though the ban here in New York took effect March 1. According to WGRZ, Tops made the decision due to the coronavirus pandemic.

"While the plastic bag ban is still in effect in New York State, they did delay the enforcement of it at this point until May 15th. Tops is temporarily not enforcing it in order to help with sanitation concerns surrounding reusable bags and COVID-19" ~ Tops via WGRZ

If you still plan on using your reusable bag, you will need to bag your own groceries. If the cashier bags your groceries, they will be placed in a paper or plastic bag. Tops will not be charging for plastic bags and it will be in effect in all Tops locations.
