New York Senate Bill S4045C, "Relates to requiring the installation of intelligent speed assistance devices for repeated violation of maximum speed limits." This has been an ongoing issue in the New York legislature.
Previously, Senate Bill S1952, was introduced in the 2023-2024 session. If made law, it would have limited how fast vehicles could go. The bill would have mandated,
the use of advanced safety technology in vehicles in the state and requires the commissioner of motor vehicles to promulgate certain rules and regulations
The bill would have required that advanced safety technology be added to all passenger vehicles manufactured after 2024 in New York State.

The new bill, for the 2025-26 session, which is currently in committee in the Assembly, requires,
"The installation of intelligent speed assistance devices if a driver accumulates eleven or more points on their driving record during a 24 month period, or receives 6 speed camera or red light camera tickets during a twelve month period."
The bill is known as the "Stop Super Speeders Act." It seems similar to what is done to habitual drunk drivers, who are forced to install a breathalyzer device. While the Senate bill has passed, the Assembly version (Assembly Bill A2299D) is still stuck in committee.
