It's been said that different "cultures and races" discipline children differently...and although that may be true, the controversial topic that arises is "which is more or less effective"?

I'm going to show you two videos of different reactions to unruly children, and you comment on which parent did the best job concerning "the child's best interests".  I stress "the child's best interests" because you may be of the opinion that neither parent was appropriate... but..."in the child's best interest"...which parent was "most appropriate" with respect to how they responded?
