Overly Excessive & Aggressive Police Activity in Rochester?

Someone sent me a video this morning of an incident involving some Rochester Residents and The Rochester Police Department, Now I don't know what transpired prior to a gentleman using his phone to record everything, but despite that info ... is this excessive in your estimation?
