Those counties include the cities of Buffalo, Rochester, and Syracuse. Cases in those regions have been rising as of late, Governor Andrew Cuomo is concern about micro-clusters forming. I have had recent conversations with friends about "COVID-19 fatigue", that is when people are so tired of the pandemic and wearing masks, that they just give up.

According to WIVB, the positive infection rates in Western New York have gone up from 1.5% to 2.8%. The positive infection rate has also gone up in the Finger Lakes region from 1.7% to 2.6%, and in Central New York rates have gone up from 1.1% to 2.2%. For the most part, the majority of the other places have been keeping the curve flat.

It's all about indivdual action. If  you take it seriously and act that way, you will be safer, if you are reckless you will be less safe. If you believe there is no risk you will be less safe. We are seeing that vividly.
