We are aware that some older license plates may show delamination (peeling) of their printed coating... We will exchange plates that are peeling for a new set of license plates free of charge. If the plates show natural use, fading, chips or crash damage, you must pay to replace them.
-New York State Department of Motor Vehicles

If your Blue and Gold or Empire State License Plate is peeling or delaminating, you have a few options to get a replacement plate:

  • You can get a new replacement New York State Excelsior plate with a new plate number for free by sending an email to the New York State DMV with this information.
    • Your name and address as it appears on the registration,
    • A telephone number you can be reached at during daytime hours,
    • The peeling plate number,
    • and a photograph of the peeling plate.

Once you send in this information you will be issued a new registration card, sticker, and the next available license plate number. According to the DMV website, once you submit your request it cannot be canceled, so be sure you are ready for the change.

If you want to get a replacement Excelsior plate and keep your same plate number, then you need to download and complete NYSDMV Form PP-7 and mail it to the NYSDMV, along with a picture of the plate that is peeling and a check or money order for $20.

You will also receive a new registration sticker and card, along with the new plate in approximately 4 to 6 weeks.

In addition to doing this via e-mail or US Mail, you can also visit your local Auto Bureau office and they can process these requests in person.

This only applies if your plate is peeling. If it has been damaged or destroyed then you will have to pay a lot more for the plate to be replaced.

If your plate is peeling or damaged, make sure you get it taken care of because the New York State Police, and other police agencies, have the ability to ticket you if your plate is unreadable.
