The video shows what appears to be a man on the ground, held down while being hit in the face by Buffalo Police officers.  According to Spectrum News, the video which surfaced over the weekend, began as a routine traffic stop.  The man was allegedly driving the wrong way down a one-way street.

Buffalo Mayor Byron Brown has seen the video and issued a comment.

"Like others, I am concerned by what I saw on that video, however, I do not have all of the facts regarding this situation. The police commissioner has already opened an internal affairs investigation, and I am directing that this investigation be expedited and made a top priority." ~ Buffalo Mayor Byron Brown via Spectrum News

Spectrum News confirmed that the The Erie County District Attorney's Office is investigating the incident. The man in the video has been charged with three criminal counts.  The Buffalo Police Advisory Board, which is comprised of citizens and residents of Buffalo, has asked it's governing body, the Buffalo Common Council, to conduct an independent investigation of the incident.
