Mayor Byron Brown released this statement per the WGRZ News report:

"As soon as Commissioner Lockwood became aware of the incident, he immediately opened an investigation and suspended the officer involved. I fully support the commissioner's swift actions. There is no place for that type of reprehensible conduct in the Buffalo Police Department and it will not be tolerated.”

I just personally don't understand why a fraction of Police Officers react and act in the manner very few do.  I live in Niagara Falls and am so blessed that I have not encountered anything even remotely close to the demeanor of this Officer within then Niagara Falls Police Department.  An encounter with a Niagara falls Police Officer is nothing but respectful and you can tell that it's a result of appropriate training.  There is no sense of 'Police -vs- the People' in the Falls...at least from my experience and in my opinion.  I feel bad for the Buffalo Police Officers who are good Officers but have to have their reputation, along with the rest of the BPD as a whole, tainted by one inappropriate Officer.
