For most people, springtime in the city often means fun, warming temperatures, baseball, playoff lacrosse (and now hockey), and getting ready to be outside more. However, for a group of people who work in Buffalo's City Hall, spring is also a busy time as they are getting the government's financials ready for the new fiscal year.

Most local municipalities in the Empire State start their financial year on July 1st. In order to get ready for the new year, the local mayor, city manager, or supervisor typically discusses with the various departments to determine the local government's needs for the year, and then, using that information, the city leader creates a budget. That budget is then submitted to the local city or town council to make amendments and then approve or deny that budget.

Over the last few years, the City of Buffalo budget has passed without a whole lot of fanfare, but this year is different. With Buffalo dealing with a historic budget deficit and on the verge of a massive tax increase, a lot more people are paying attention to the political inner warnings in City Hall.
