Toronto Mayor admits smoking the illegal drug crack cocaine but refuses to resign. So now the council is stripping him of city responsibilities.

Toronto Mayor Rob Ford admitted during a heated City Council debate that he bought illegal drugs while in office, but adamantly refused to step down despite calls from nearly every councilor to take a leave of absence and get help. He is also being accused of soliciting a prostitute sexually harassing female member of his staff.

Early Friday (11/15) Toronto's City Council voted to strip Mayor Ford of some his duties.

The first measure bans him from appointing or removing committee chairs or the deputy mayor, passed 39-3.

A second motion, which curbs his authority during states of emergency, passed 41-2. The no votes included the mayor and his brother Doug, a councilor.
