Add Congressional investigations to Jay-Z‘s list of ’99 Problems.’ Hov and Beyonce‘s recent controversial Cuba trip is now being scrutinized not only by lobbyists, by also Congress to make sure it wasn’t a tourist excursion — which aren’t permitted due to continued diplomatic strains with the Communist country.

Ace Showbiz reports that the power couple, who were celebrating five years of wedded bliss in Havana, may have violated some of the strict sanctions placed on Cuba.

Ileana Ros-Lehtinen and Mario Diaz-Balart of south Florida, home to the United States’ largest population of Cuban Americans, wrote to the Treasury Department of Foreign Assets Control to ask for “information regarding the type of license that Beyonce and Jay-Z received, for what purpose, and who approved such travel.”

The duo expounded on exactly why Cuban tourism is potentially damaging:

“Cuba’s tourism industry is wholly state-controlled; therefore, U.S. dollars spent on Cuban tourism directly fund the machinery of oppression that brutally represses the Cuban people … Despite the clear prohibition against tourism in Cuba, numerous press reports described the couple’s trip as tourism, and the Castro regime touted it as such in its propaganda.”

A spokesperson for the State Department told press that they were unaware of the trip, while the U.S. Interests Section of Havana was also unaware of whatever licenses the rapper and triple-threat possessed to go. This doesn’t necessarily mean that they didn’t have the required documents, however — just that these particular reps were in the dark about them.

If the pair in fact didn’t obtain licenses for the trip, they may face a fine … But we’re pretty sure they can afford to pay that fine about a million times over.

UPDATE: According to US Weekly, Bey and Jay-Z’s anniversary trip was pre-approved by the U.S. government.
