Even though there are mass vaccination sites open around Erie County, there are thousands of people on the current waitlist.  The supply, or lack of supply, of the vaccine, is at the heart of the issue.  That's what is causing the bottleneck, according to WKBW.  The county started vaccinating the people who completed the "ECDOH COVID-19 Vaccine Notification Form" first. As it stands, 13 percent of all adults in the county have received both doses of the vaccine. Things will be moving slowly according to the Commissioner of the Erie County Health Department, Dr. Gale Burstein, who told WKBW,

“We’re getting less vaccine this week than we did last week, so the vaccine supply is still tight.”

According to Poloncarz's website, the site began vaccinations today, Wednesday, March 10, 2021. The first round of registration information was sent out to people who previously signed up for the ECDOH Vaccine Notifications. You can get more info at www.erie.gov/vaccinenotice.
