Are Minority Contractors in Buffalo Being Ignored?

There's an on-going issue in Buffalo regarding the hiring of Local Minority Contractors ... the claim among many is that there aren't enough Minority Contractors being hired for jobs here. Is that because of Racism, or are there simply not enough Minority Contractors?
