It is NOT illegal in New York State to be topless on the beach, and apparently it's become a controversial topic for parents who take their kids to Woodlawn Beach. Some parents are not happy that it is happening in front of their kids.

Some women that were topless tanning say that they do it because they can exercise their right to at the local beach in addition to gender equality reasons.

Apparently topless tanners were arrested over the weekend for being "disorderly", Channel 7 reports. While it is not illegal to be topless on the public beach, you can be removed for being disorderly and apparently men were taking 'sexually explicit photos' of the women.
