Should Teenagers Be Allowed to Supervise Children in Daycares?

So I came across this video today that made me sick to my stomach. A 15 year-old posted a snapchat showing a 7 month old baby sucking on her toe. The mother found out about it after the post went viral on social media.

Another incident I heard about happened right in Chautauqua County, not too far from Buffalo, where a toddler died from strangulation after a 14 year old was supposed to be watching him.

Tonight's question is: Should teenagers be allowed to supervise children in daycares?
