Cuomo made the proposal in his State of the State message that he gave to the State Legislature, according to WGRZ. the report states, "The illegal sale of marijuana cannot and will not be tolerated in New York state, but data consistently show that recreational users of marijuana pose little to no threat to public safety."

He brought up the push to decriminalize possession of weed four years ago, in 2012. Back then, the Senate Republicans weren't having it and they rejected the measure. So far the Senate Republicans haven't commented on it. Currently, it's a misdemeanor if you use Marijuana in public view. Even though he is pitching to decriminalize it, Cuomo hasn't supported the legalization of marijuana.
