Court Officer Fights with Woman in Buffalo

Have you seen this video posted on Facebook by Mediatakeout? What's going on here? The altercation happens in what appears to be the elevator and lobby of the Erie County Family Court Building right here in downtown Buffalo.

Some people are saying this is just another case of a Police Officer overreacting and assaulting a citizen when he should have attempted to deescalate the situation. However others are saying the woman was totally out of line and got what she deserved because the Officer acted appropriately.

...and so I got some questions here:

What happened before the woman starts recording? Who's in the wrong here? Who is the woman and was she arrested?
