Are “African – Americans” African or American?

This Blog today is inspired by the Buffalo News this morning reporting on some new Ethiopian Restaurants in Buffalo where they used the term "ARAB-AFRICAN".... hmmmmm.  It made me think, why does there always have to be some "other" and "additional" reference to people of AFRICAN descent other than just just AFRICAN?
